Brazil's CMN expands credit limits for states and municipalities

The National Monetary Council (CMN) has approved several resolutions to expand credit access and adjust financial parameters across various sectors in Brazil.

Subnational credit limits for states, the Federal District, and municipalities will increase by R$ 3 billion for 2026, raising the annual global limit from R$ 23.625 billion to R$ 26.625 billion. This adjustment redistributes fiscal space identified by the National Treasury Secretariat, increasing limits for both Union-guaranteed and non-guaranteed operations, as well as for the Novo PAC program.

Under the Plano Brasil Soberano, the CMN has expanded credit access for the fertilizer chain by introducing working capital lines for manufacturers and extractors. Additionally, interest rates for financing projects related to critical and strategic minerals have been reduced to 3% per year. The deadline for submitting financing requests to BNDES has also been extended by 12 months to December 31, 2027.

Regarding the Eco Invest Brasil program, the CMN raised the variable remuneration ceiling for financial institutions managing innovation funds from 2% to 3% per year. This change aims to attract more market engagement for ecological transformation projects by compensating for the increased operational complexity of managing these funds.
