CNA Costruzioni launches price‑review guide amid State Council ruling

CNA Costruzioni, the construction industry association based in Ravenna, Italy, hosted a webinar on 30 July 2026 to address price‑review mechanisms in public procurement contracts. Participants received a practical handbook to help firms request adjustments amid volatile material, energy and labour costs. Association leader Nicola Iseppi emphasized the aim to provide “concrete tools” for enterprises, while President Francesco Magnani highlighted its usefulness for both seasoned contractors and those less experienced with public tenders.

The webinar’s themes echo a recent decision by Italy’s Consiglio di Stato (sentenza n. 5963/2026), which affirmed that contractors may invoke price revision during annual extensions if the continuation is a simple prolongation and the original contract terms remain unchanged. The ruling arose from a dispute over a cleaning‑services contract for health facilities, where the contracting authority denied a price increase linked to an ISTAT index. The State Council overturned the TAR Veneto’s earlier rejection, reinforcing contractors’ right to price revision in bona‑fide extensions.
