CNDDU calls for improved educational continuity for students with disabilities in Italy

The National Coordination of Teachers in the discipline of Human Rights (CNDDU) has called on institutions to address the lack of educational continuity for students with disabilities ahead of the 2026/2027 school year. The group warns that issues such as vacant teaching positions and late appointments should not only be addressed during the September rush.

The call follows a December 2025 decision by the Council of Europe’s European Committee of Social Rights, which identified violations of the revised European Social Charter regarding the precariousness and lack of specialization among support staff. Additionally, a May 2026 ISTAT report highlighted ongoing fragilities in educational continuity.

While the CNDDU acknowledges progress, including an increase in support teachers and specialized staff, significant challenges remain. According to ISTAT data for the 2024-2025 school year, there are nearly 377,000 students with disabilities, representing 4.8% of total enrollment. Although the proportion of specialized teachers rose from 63% to 78% over five years, approximately 57,000 teachers still lack specific specialization. The report emphasizes that educational stability remains a primary concern.
