Italy welfare study to analyze tax revenues and sustainability

A new investigation into Italian tax revenues and welfare financing will be presented on September 24 at the Cnel in Rome. Now in its 13th edition, the study analyzes Irpef income tax returns and other direct and indirect taxes from 2008 to 2024.

The primary objective is to evaluate the sustainability of Italy's social protection system. Specifically, the research examines whether general tax revenues are sufficient to fund essential welfare functions that are not covered by specific contributions, such as healthcare and social assistance managed by the state, regions, and local authorities.

The analysis utilizes data from the Ministry of Economy and Finance and the Revenue Agency. In addition to Irpef data, the study provides an overview of other major taxes, including Irap, Ires, Isost, and Iva, comparing them to key economic variables to describe Italy's socio-economic situation.
