CNJ approves new rules to standardize notary public exams in Brazil

The National Council of Justice (CNJ) has approved a new resolution to standardize the rules for state notary and registry public exams across Brazil. This new regulation replaces Resolution CNJ No. 81/2009, which had been in effect for 17 years.

The update aims to modernize the selection process, reduce judicialization, and prevent delays caused by suspensions and annulments. Key changes include the mandatory hiring of specialized examination boards and increased oversight by the National Corregedoria of Justice throughout all stages of the process.

To enhance security and prevent fraud, the new rules mandate the use of file encryption, auditable access logs, biometric identification for candidates, and the de-identification of objective and discursive exams. Additionally, the selection of notary offices will now follow a single unified list, and the quota system for reserved vacancies will be integrated into the order of calling/selection rather than using a lottery system.
