CNMC identifies coordination failures in 2025 blackout recovery

The National Commission on Markets and Competition (CNMC) has released its first analysis regarding the recovery of the electrical supply following the 2025 blackout. While the regulator described the 16-hour restoration process as “rápida y eficaz” (fast and effective) and comparable to similar past incidents, the report highlights significant systemic deficiencies.

Key findings include a lack of coordination between network operators, distributors, and generators. The CNMC noted issues with precarious communications and the use of protocols that had not been fully tested. An inspection of nine hydroelectric plants with autonomous start capabilities revealed that while these plants passed individual tests, the process was never tested in an integral manner, such as through the progressive connection of consumers or the creation of isolated electrical networks.

Furthermore, the report identified instances where power plants attempted to supply electricity to network segments that were too small to maintain stability, resulting in vibrations and disconnections.
