CNMC reviews Cellnex dominance in Spain's DTT market

Spain’s competition regulator, CNMC, has launched a public consultation to review the wholesale television signal broadcasting market. The investigation focuses on whether current regulatory obligations imposed on Cellnex are still justified.

Cellnex holds a dominant position in the Spanish Digital Terrestrial Television (DTT) market, controlling the network of towers and transmission centers used to distribute signals to households. This dominance stems from assets previously owned by audiovisual groups such as Atresmedia and Mediaset. The regulator noted that building an alternative nationwide network would require substantial investment, creating a high barrier to entry for competitors.

Despite the rise of streaming services, DTT remains significant, accounting for approximately 71 percent of linear TV viewing in Spain. The wholesale market for these broadcasting services generated roughly 173 million euros in 2025. While Cellnex is currently required to provide co-location and interconnection services to competitors under regulated prices and conditions, the company has proposed commitments that could potentially replace some of these existing regulatory requirements.
