Coahuila lawmakers push reforms on re‑election rules and triple science budget

State legislators in Coahuila have introduced two major initiatives. One amendment to the state constitution, backed by PRI, PAN, PRD and UDC deputies, would prohibit immediate re‑election for a range of public offices, including governors, and set stricter rules for interim or substitute governors. The proposal aligns with a recent federal reform that ended immediate re‑election in 2014 and is headed to the Governance Committee for further analysis.

Separately, Deputy Olivia Martínez Leyva has presented a bill to increase the state’s science, technology and innovation budget from 1 % to 3 % of total expenditures. The measure seeks to secure funding for research and development, citing the automotive cluster in the Saltillo‑Ramos Arizpe area, foreign investment of over $5 billion, and the presence of companies such as John Deere, Whirlpool and Magna. The proposal has been referred to the appropriate congressional committees.
