Coahuila security model proposed as template for other Mexican states

Officials in Coahuila and the capital city of Saltillo are promoting a specific security strategy, referred to as the ‘Coahuila Model,’ as a successful template for other Mexican states.

Senator Gabriel Elizondo Pérez has presented this model to the Senate, emphasizing that its success stems from the coordination between municipal, state, and federal institutions, including the Mexican Army. He noted that political will and active citizen participation are critical components. The senator has proposed an initiative to analyze how these mechanisms might be adapted to other regions, while acknowledging that each state must address its own specific needs and institutional capacities.

Javier Díaz González, Mayor of Saltillo and President of the Association of Mexican Capital Cities (ACCM), also highlighted the model during a plenary session. He attributed the safety levels in Coahuila and Saltillo to the coordination between the Army, Navy, National Guard, and state-level authorities. In Saltillo, the strategy includes specialized security units focusing on specific issues such as high-impact crimes and environmental safety. Additionally, the city utilizes a network of approximately 670 citizen security groups via WhatsApp to report incidents for rapid response.
