Coahuila to establish specialized prosecutor's office for animal cruelty

Governor Manolo Jiménez Salinas announced that the State Attorney General’s Office will be reorganized and a new Fiscalía Especializada en Delitos contra los Seres Sintientes will be created. The unit will focus on crimes against animals, aiming to strengthen investigations, accelerate prosecutions and impose penalties of up to eight years’ imprisonment. Recent cases, such as the rapid handling of the dog‑owner incident involving Rocky, illustrate the need for a dedicated office.

The plan is part of Coahuila’s broader security strategy that has kept the state among the nation’s safest. Municipal mayor Miguel Ángel Riquelme Solís of Torreón pledged city‑level cooperation, saying local security agencies will adopt fast‑response protocols and have already issued the first animal‑cruelty fine under the municipal code. Coordination between municipal police, the state prosecutor and the judiciary is expected to improve protection for sentient beings across the state.
