Coalition Avenir Québec unveils Saint Lawrence maritime strategy

The Coalition Avenir Québec (CAQ) has unveiled its maritime strategy, titled ‘Horizon Saint-Laurent 2027-2032’, aimed at transforming the Saint Lawrence River into a major economic driver. Presented by party leader Christine Fréchette, the plan focuses on strengthening port infrastructure, diversifying export markets, and establishing a world-class shipbuilding cluster in Quebec.

Key components of the strategy include a $300 million investment in port infrastructure and the Saint Lawrence corridor, with the goal of mobilizing approximately $2 billion in private and federal funding. To support the shipbuilding sector, the CAQ proposes a $90 million fund specifically designed to assist small and medium-sized enterprises (SMEs) in creating an industrial cluster comparable to Quebec’s aerospace sector.

To expand trade reach, the party intends to develop new commercial corridors, specifically targeting a route connecting Quebec to Europe and North Africa through economic Francophonie. Additionally, the plan includes appointing a special envoy for Saint Lawrence development and maritime trade to attract foreign investors and establish partnerships with major global ports. The strategy also mentions a $26 million commitment over four years to sustain the river shuttle network in the Montreal region.
