Codedes to manage over GTQ 18 billion in Guatemala's 2027 election year

Guatemala's Departmental Development Councils (Codedes) are projected to manage over GTQ 18 billion in 2027, a year marked by the country's electoral process. This total includes proposed allocations for the next fiscal year combined with unspent resources from the current budget.

As of September 3, 2026, Codedes has executed approximately 24.39% of its current GTQ 15.445 billion allocation, with GTQ 3.761 billion spent and GTQ 15.425 billion remaining. The 2027 budget proposal includes GTQ 6.185 billion specifically for Codedes projects, targeting water, sanitation, road infrastructure, education, and health.

While the government defends these funds as essential investments for services and infrastructure, members of Congress have raised questions regarding the councils' ability to effectively convert these large budget allocations into completed public works.
