CODHEM calls for dialogue and prevention ahead of October 2 demonstrations

The Human Rights Commission of the State of Mexico (CODHEM) has called for prevention, dialogue, and coordination among authorities to ensure the right to free assembly during upcoming demonstrations on October 2.

During a working meeting involving representatives from the Autonomous University of the State of Mexico (UAEMéx), the Toluca City Council, and the State of Mexico General Subsecretariat of Government, CODHEM President Víctor Leopoldo Delgado Pérez emphasized that institutional actions must be timely, orderly, and respectful of human rights. He stated that the use of force must be exceptional and strictly adhere to the National Law on the Use of Force, noting that any detentions must be properly justified and documented.

Zulairam Janet Arreola Arreola, the municipal human rights defender of Toluca, reported that the local administration is implementing actions to address previous CODHEM recommendations and has published a protocol to guide responses during the demonstrations.
