CODHEM President advocates for human rights-based dispute resolution

Víctor Leopoldo Delgado Pérez, president of the Human Rights Commission of the State of Mexico (CODHEM), emphasized that alternative dispute resolution mechanisms must prioritize human dignity and provide effective, timely responses. Speaking at the Second International Congress of Alternative Dispute Resolution Mechanisms, Delgado Pérez argued that these tools expand access to justice, help prevent violence, and foster a culture of peace.

He highlighted the importance of developing skills in listening, understanding, and dialogue to address conflicts in families, schools, workplaces, and institutional relationships. Delgado Pérez shared CODHEM’s experience in managing controversies between citizens and state or municipal authorities through its Mediation and Conciliation Center. He noted that these voluntary processes must be grounded in legality, impartiality, confidentiality, and informed consent to ensure balanced participation and the protection of human rights.
