Cognitive warfare and AI pose risks to democratic autonomy

Discussions regarding the evolution of cognitive warfare and artificial intelligence highlight growing concerns over the manipulation of public opinion and democratic traditions. Cognitive warfare is described as a sophisticated method of domination where individuals perceive subordination as an expression of freedom, effectively neutralizing the ability to make independent decisions.

NATO defines cognitive warfare as a struggle for “cognitive superiority” through coordinated military and non-military activities designed to influence or alter individual and collective cognition to modify attitudes and behaviors. This includes risks such as digital dirty warfare and the use of bot farms to intervene in electoral processes.

Parallel concerns exist regarding artificial intelligence as a tool for political bias and the administration of public opinion. There is a risk that AI could act as a mechanism to neutralize alternative viewpoints, potentially creating a form of “totalitarianism without a dictator.” Additionally, researchers like Jacob Coxon have raised alarms regarding the existential risks posed by AI development during a period of massive capital investment by major tech firms.
