Colleton County Sheriff terminates lieutenant for Flock camera misuse

The Colleton County Sheriff’s Office in South Carolina has terminated Lieutenant Kevin Smalls following an internal audit that revealed the misuse of taxpayer-funded Flock camera systems. Smalls is accused of conducting 62 unauthorized searches for personal reasons over a six-month period, including inquiries into vehicles registered to his spouse and acquaintances.

Sheriff Buddy Hill has requested a criminal investigation by the South Carolina State Law Enforcement Division (SLED) regarding the matter. This follows the recent termination of another lieutenant, Ruben Carter, who was allegedly found to have conducted over 2,700 unauthorized searches involving himself, fellow deputies, and associates over a one-year period.
