Colombia adopts new taxi rules and platform‑courier social‑security decree

In 2026 the Colombian government issued two major regulatory decrees. Decree 1001, signed by the Ministry of Transport, updates the rules for taxi services, extending the validity of the operation card from one to two years, revising permit and contract procedures, introducing public lotteries for new taxi plates, and easing travel between municipalities and airports.

A separate decree, 0991 of 2026, sets the framework for social‑security contributions of platform couriers. Critics, including José Daniel López, president of Alianza In Colombia, argue that the rule forces companies to pay occupational‑risk contributions based on a full minimum‑wage base (about 76,000 pesos) even when couriers earn less, contradicting the 2025 labour‑reform law. The decree also changes health‑and‑pension contribution calculations, prompting calls for its repeal.

Both measures aim to modernise transport‑related sectors but have sparked debate over their impact on drivers, couriers and the broader gig economy.
