Bogotá Mayor Carlos Fernando Galán Under CNE Campaign‑Financing Probe

The Consejo Nacional Electoral (CNE) opened a preliminary investigation into Bogotá mayor Carlos Fernando Galán for alleged breaches of campaign‑financing rules in the 2023 mayoral election. The probe follows a complaint by councilor Angelo Schiavenato alleging that contributions from Grupo Bolívar (about 100 million Colombian pesos) and Mercantil Colpatria (about 250 million pesos) were split to exceed the legal 2 % limit on campaign spending.

The complaint also points to the later award of a contract to Banco Davivienda to manage the district’s FONCEP pension fund, involving roughly three trillion pesos, suggesting a possible link between the alleged excess contributions and the contract. The CNE has forwarded the case to the Fiscalía General de la Nación and the Contraloría General for possible criminal or patrimonial investigations. Galán has not issued an official comment; he maintains that his campaign complied with financing limits and that the contract administration is autonomous.

The investigation remains in its preliminary stage, with the CNE gathering evidence to decide whether to advance to a formal administrative inquiry or close the case.
