Colombia allocates 1 trillion pesos for Chocó infrastructure reconstruction

The Colombian government has launched the ‘Plan Marshall’ for the Chocó department, a reconstruction and connectivity initiative following an earthquake on August 10, 2026. The plan involves a total investment of 1 trillion Colombian pesos, split equally between the ‘Obras por Impuestos’ program (500 billion pesos) and direct contributions from the private sector (500 billion pesos).

The funds are earmarked for improving five key road corridors and upgrading the José Celestino Mutis airport in Bahía Solano. Priority road projects include the Quibdó–Ánimas–Nóvita route, the San José del Palmar–El Cairo connection, the Istmina–Puerto Meluk corridor, the route to Darién, and the Tutunendo–Ichó road.

Transport Minister Elsa Noguera and Chocó Governor Nubia Carolina Córdoba have coordinated a roadmap to accelerate existing works managed by Invías and commission new technical studies through the Colombian Chamber of Infrastructure (CCI). The initiative aims to transform the emergency response into long-term structural development for the region.
