Colombia appoints José Ignacio García Puche as Public Services Superintendent
The Colombian government has appointed José Ignacio García Puche as the new Superintendent of Residential Public Services, according to Decree 1583 issued on October 21, 2026. García Puche, an electrical engineer with a specialization in commercial business management, will lead the entity responsible for overseeing companies providing electricity, gas, water, and sanitation services.
García Puche brings extensive experience from his tenure at Electricaribe between 1999 and 2011, where he served as a regional manager in Santa Marta and as director of Human Resources.
His leadership begins amid significant challenges, including the oversight of the electricity provider Air-e, which has been under intervention since September 2024 due to structural deficits and significant debt. Additionally, he must manage service stability in the face of the El Niño phenomenon and climate-related risks to energy and water supplies, while supporting government initiatives for energy self-sufficiency.
