Colombia government to decree 2027 budget after legislative error
The government of President Abelardo De La Espriella will be forced to issue the 2027 National General Budget by decree following a procedural error in Congress. Although both the Senate and the House of Representatives approved the budget, they failed to reconcile differences regarding Article 65, which concerns financial coverage for fluctuations in oil, fuel, and dollar prices.
Because the legislative process failed to reach a consensus before the legal deadline, the budget will revert to the version approved during the first debate in the economic commissions. This shift results in a significant reduction in social and regional investments. Specifically, the budget will lack 11.6 trillion pesos previously allocated for investments and operations that Congress had negotiated during the second debate.
Regional impacts are expected to be severe. In the Huila department, the regionalized budget will drop to 1.4 trillion pesos for 2027, a 10.8% decrease from the current year. Affected sectors include agriculture, mining, energy, and education. Legislators have warned that the reduction in energy subsidies will disproportionately impact low-income households, while cuts to technical training funds will affect youth in impoverished regions.
