Colombia energy regulator implements consumption-based charges
The Energy and Gas Regulatory Commission (CREG) has implemented resolutions 101 120 and 101 126 of 2026 as part of a national energy saving program. These regulations mandate higher charges for users whose energy consumption exceeds their reference average by more than 10%.
In the Caribbean region, representatives estimate that approximately 758,000 users could be affected, including 400,000 from Afinia, 258,000 from Air-e, and 100,000 from Energuavia. These measures come amid warnings regarding the El Niño phenomenon, which threatens hydroelectric generation due to reduced water availability.
A preliminary report from the Transitional Energy Saving Program indicates that 75% of users in strata 1, 2, and 3 within the departments of Atlántico, Magdalena, and La Guajira either saved energy or kept consumption within limits to avoid additional charges. Specifically, over 410,000 users recorded recognized savings, while nearly 149,000 maintained consumption within the established limits.
