Colombia energy sector faces infrastructure delays and structural financial crises

Colombia's energy sector is facing significant structural and operational challenges. The energy distributor AFINIA reported losses of 390 billion pesos due to a regional crisis in the Caribbean, despite investing 3.6 trillion pesos in infrastructure.

Minister of Mines and Energy María Nohemí Arboleda revealed that 275 energy projects in the country are facing delays of more than one year, with 33 projects delayed by over four years. This delay, combined with the potential impact of the El Niño phenomenon, has raised concerns regarding medium-term energy sufficiency.

To mitigate risks, industry leaders such as Promigas' president Juan Manuel Rojas have called for the diversification of gas import infrastructure, specifically through new regasification plants. Meanwhile, the Procuraduría General de la Nación is facilitating dialogue regarding social conflicts in hydrocarbon-producing regions, including discussions on the technical potential of fracking.

In the broader Andean region, efforts are underway to strengthen electrical integration. Peru's Vice Minister of Electricity, Luis Santillán, emphasized the priority of establishing a 500 kV interconnection with Ecuador to enhance regional energy security and resilience against climate-related stress.
