Colombia implements Registro Universal de Ingresos to complement Sisbén

The Colombian government has announced a transition period for the implementation of the Registro Universal de Ingresos (RUI), a technological tool managed by the Departamento Nacional de Planeación (DNP). Under Decree 662, the official start date for public entities to transition to the RUI as a focalization instrument has been set for August 1, 2026.

Contrary to previous reports, the RUI is not intended to replace the Sisbén system but rather to complement it. While the Sisbén evaluates living conditions and housing, the RUI focuses on certifying real income by crossing data from approximately 47 official entities, including the DIAN, banks, and various ministries. This integration aims to ensure more precise allocation of government subsidies for housing, transport, and education.

For individuals already identified through the Sisbén before July 31, 2026, the transition process will extend until October 31, 2026. The Sisbén will continue to function normally until July 31, 2027, as part of the complete implementation of the RUI. Citizens can consult their categorization and download certificates through the DNP’s Ventanilla Social platform.
