Colombia faces fiscal challenges amid tax reform debates
Colombia is facing significant fiscal challenges as the government seeks to reduce the fiscal deficit by more than four percentage points by 2030. Finance Minister Miguel Gómez is meeting with international investors to build confidence in legislative support for these adjustments, as the projected deficit could reach 9.4% of GDP without intervention.
Concerns regarding tax revenue persist, with projections suggesting that national tax revenues in 2027 may fall to 14% of GDP, lower than levels seen twelve years ago despite multiple tax reforms. Analysts note that previous reforms have struggled to meet revenue targets, partly due to tax evasion and wealthy citizens relocating to other jurisdictions to avoid wealth taxes.
In Bogotá, a tax reform is currently undergoing its first debate in the Council. The reform includes adjustments to the Industry and Commerce Tax (ICA) and offers relief on sanctions and interest for tax obligations, though critics have questioned the balance between these incentives and the overall increase in tax burdens.
