Colombia faces heat from El Niño and new energy surcharges

Colombia is facing dual challenges regarding climate conditions and energy regulation. The Institute of Hydrology, Meteorology and Environmental Studies (IDEAM) reports that the El Niño phenomenon is strengthening, with a greater than 90% probability of reaching very high intensity during the final quarter of 2026 and early 2027. This phenomenon is causing significant temperature variations across the country, including heat in Bogotá, though rainfall patterns vary by region.

Simultaneously, the Energy and Gas Regulatory Commission (Creg) has implemented Resolution 101 120 of 2026, which imposes surcharges on consumers who exceed individual energy consumption targets. The regulation applies multipliers of 1.30 for lower income strata and up to 1.70 for commercial users if they exceed 110% of their daily goal. Critics argue these measures disproportionately affect residents in warmer regions, such as La Guajira, where the use of fans and air conditioning is a necessity for health and survival during extreme heat.
