Colombia's 2027 Budget and Fiscal Deficit Challenges
The Colombian Ministry of Finance has presented a 2027 General Budget of 575.6 trillion pesos, covering the cost of state operations, debt service and strategic investments. The proposal will now move to the Congress for debate and possible amendment.
Ahead of the budget, the new government issued a decree on 7 August to freeze the 2026 budget, cutting roughly 60 trillion pesos (about 3 % of GDP). The measure aims to curb spending while preserving social subsidies administered by Prosperidad Social. Officials estimate the real fiscal deficit for 2026 at around 7.5 % of GDP, up from the 7.1 % deficit recorded in 2025.
These steps reflect a broader effort to restore fiscal discipline after years of high deficits and rising public debt, and they will shape Colombia’s fiscal policy and market outlook in the coming months.
