Colombia presents $575.6 billion 2027 budget with large financing gap
The Colombian Ministry of Finance has submitted the 2027 General Budget (PGN) to Congress, outlining total resources of 575.6 trillion pesos. The proposal shows a financing deficit of about 30.2 trillion pesos, creating a shortfall that must be covered by borrowing or other measures.
The budget allocates spending across state operation, debt service, education, health, defence and strategic investment projects. It forecasts a 17.5 % rise in debt‑service costs, reaching 118,041 trillion pesos, while defence spending is slated to increase by 16.8 %. The Contraloría General warned of a severe financial crisis in the General Royalties System (SGR), underscoring fiscal risks.
The bill now moves to the Senate and the Chamber of Representatives for debate and amendment before it can be enacted into law.
