Colombia pursues state reforms and strengthens U.S. ties

Colombia is undergoing significant domestic and international shifts under President Abelardo de la Espriella. Domestically, the administration is pursuing a plan to reduce the size of the state by 40% to address a fiscal crisis. This includes proposals in Congress to merge ministries—potentially reducing the count from 18 to 13—and eliminate 67 territorial comptroller offices. Additionally, a new Competitiveness Law is being considered to reduce administrative burdens on businesses.

Internationally, relations between Colombia and the United States are strengthening. President De la Espriella held a 15-minute telephone call with U.S. Secretary of State Marco Rubio to discuss regional security, bilateral cooperation, and stability. This follows the Barranquilla Agreements, which established cooperation on critical minerals and civil nuclear energy.

In a significant development for trade, U.S. President Donald Trump indicated the possibility of removing the 12.5% tariff currently applied to certain Colombian imports, such as flowers, apparel, footwear, and processed foods. While Trump described De la Espriella as a friend and praised his leadership, no formal decision or timeline for the tariff removal has been announced.
