Colombia implements new fuel supply rules for thermal power plants
In Colombia, Decree 1491 of October 6, 2026, has introduced measures to allow thermal power plants to source different agents during justified cases of force majeure or third-party actions that threaten the reliability of the electrical system. This measure modifies liquid fuel supply options and requires registration through the Liquid Fuel Information System (SICOM).
The regulation aims to address energy supply challenges during periods of low water availability, such as those caused by El Niño. However, experts note that expanding purchasing options does not automatically guarantee the physical availability, transport, or timely arrival of fuel necessary to sustain operations. The use of thermal backup also necessitates a balance between supply reliability, costs, and environmental impacts.
