Colombia implements new rules to combat fraudulent calls and messages

Colombia has introduced new regulations to combat fraudulent calls and text messages through Resolution 8308 of 2026, issued by the Communications Regulation Commission (CRC). The new rules require mobile operators to monitor traffic to identify atypical behaviors using statistical techniques, analytics, and machine learning.

For voice calls, operators will monitor variables such as call volume between specific origins and destinations, short and consecutive calls associated with automated systems, and attempts to hide real numbers. When suspicious patterns are detected, calls will be temporarily identified with a “Suspicious call alert” warning. Additionally, the regulation allows for the blocking of incoming international calls that use a Colombian number as an identifier, except in verified roaming cases.

Text messages (SMS) will also face increased scrutiny. Systems must be capable of detecting unusual volumes of messages sent by a single user, high recipient dispersion, and mechanical periodicity, which may indicate fraudulent activity.
