Colombia investigates Armando Benedetti over alleged paramilitary pact
The Colombian Inspector General's Office (Procuraduría General de la Nación) has opened a disciplinary investigation into former Interior Minister Armando Benedetti and former Director of the Administrative Department of the Presidency (Dapre), Angie Rodríguez.
The investigation focuses on the so-called ‘Pacto de Valledupar,’ a meeting held in October 2025 with former commanders of the United Self-Defense Forces of Colombia (AUC). Authorities are examining allegations that a plan was orchestrated to have former paramilitary leaders testify against political figures, including Abelardo de la Espriella, Álvaro Uribe, and Germán Vargas Lleras, during the 2026 presidential campaign.
The case originated from a complaint filed in August 2026 by Pablo Bustos Sánchez of the Red de Veedurías de Colombia. The complaint follows statements made by Rodríguez regarding a purported plan emerging from the Presidency to link the aforementioned political leaders to paramilitary structures during the ‘Mesa de Diálogo Social Paz Total.’ This is a disciplinary proceeding to clarify facts and does not constitute a formal sanction or a declaration of responsibility.
