Colombia JEP imputes former military and police officials for war crimes
The Special Jurisdiction for Peace (JEP) has imputed war crimes and crimes against humanity to 12 former members of the Colombian Army and Police. The charges relate to actions committed in Medellín’s Comuna 13 between 2001 and 2004 during Operation Orion, described as one of the largest urban military interventions in the country’s history.
Among those charged is retired General Mario Montoya, former commander of the Fourth Brigade, who is accused of responsibility through improper omission regarding crimes committed during his command. Also implicated is José Leonardo Gallego, who is linked to other crimes including the kidnapping of journalist Jineth Bedoya. The investigation also examines alleged cooperation between public forces and paramilitary structures.
The JEP documented hundreds of victimizing acts, including murders, forced disappearances, torture, sexual violence, and forced displacements. The investigation identifies 891 victims, including 87 people who remain missing. The proceedings aim to establish the responsibilities of public force members and provide answers to families seeking justice for the victims.
