Colombia Ministry of Health launches credit line for EPS

The Colombian Ministry of Health and Social Protection has issued Resolution 2445 of 2026, establishing a direct credit line as part of a 'shock plan' to help Health Promoting Entities (EPS) finance outstanding obligations for medications and medical procedures.

Managed by the Administrator of the Resources of the General System of Social Security in Health (ADRES), these one-time credits are intended to cover services reported as pending between September 1 and September 20, 2026. To access the funds, services must be validated, invoiced, and reconciled. The resources will be paid directly to healthcare providers and technology suppliers rather than being held by the EPS.

Eligibility is limited to EPS in both the contributory and subsidized regimes that are not currently under forced intervention or voluntary withdrawal by the Superintendency of Health. The total amount of the credit line will be determined based on the projected health insurance closing for 2026, as evaluated by ADRES and the Ministry of Health.
