Colombia modernizes port concession regime to boost investment

The Colombian government has introduced a new decree aimed at modernizing the nation's port concession regime. Presented in Cartagena by the Ministry of Transport, the initiative seeks to update the regulatory framework established by Decree 1079 of 2015 to encourage new investments, strengthen logistical connectivity, and improve sector competitiveness.

Key aspects of the modernization include incorporating the concept of residual value for investments at the end of concession periods and promoting digital transformation. A strategic component is the development of the Maritime Single Window (Ventanilla Única Marítima or VUM), which aims to integrate electronic information exchange between authorities and users to optimize procedures for the arrival, stay, and departure of vessels.

The initiative also focuses on improving maritime and fluvial access, integrating different transport modes, and enhancing environmental sustainability. Representatives from the Santa Marta Port Society participated in the presentation, highlighting the importance of these regulatory updates in addressing the country's current infrastructure needs.
