Colombia mourns Antonio Navarro Wolff, key figure in 1991 Constitution

Antonio Navarro Wolff, a prominent Colombian politician and engineer, has passed away. He was a central figure in the transition of the M-19 movement from an armed group to a political entity following a peace agreement with the government of Virgilio Barco.

Navarro Wolff played a pivotal role in the 1991 National Constituent Assembly, where he served as co-president alongside Álvaro Gómez Hurtado and Horacio Serpa Uribe. His leadership helped shape the current Colombian Constitution, which recognized the nation as a pluriethnic and multicultural state.

His political legacy includes the promotion of citizen participation and the institutionalization of the 'acción de tutela', a vital legal tool for protecting fundamental rights in Colombia. He also served in various leadership capacities, including as mayor of Pasto and as a legislator, focusing on decentralization and democratic rights.
