Colombia names new secretaries for Nariño mines and Magdalena infrastructure
The Governor of Nariño appointed José Evelio Aguiño Borja as the department’s Secretary of Mines and Energy Transition under Decree No. 214 dated 31 July 2026. Aguiño, an economist with more than 20 years of public‑ and private‑sector experience, said he will focus on responsible mining, formalisation, sustainable energy alternatives and job creation for local communities.
In Magdalena, Governor Margarita Guerra confirmed the appointment of civil engineer Wilson Alfredo Aguilar Castro as the new Secretary of Infrastructure, succeeding Efraín Vargas. Aguilar, also with over two decades of experience in public‑investment projects, outlined priorities that include completing the La Piragua interchange, the Apure‑Chibolo and Guamal‑Astrea roads, and advancing other road, school, sports and hospital projects throughout the department.
