Colombia's National Electoral Council faces scrutiny over election spending

An investigation by La Silla Vacía has revealed significant cost overruns in contracts managed by Colombia’s National Electoral Council (CNE) for the training and accreditation of electoral witnesses for the 2026 elections. The CNE allocated 529 billion pesos for these purposes, with several disproportionate unit costs identified. For instance, educational booklets cost between 157,000 and 160,000 pesos per copy. Additionally, the cost per user for a web tool increased sixfold between the first round and the second round of presidential elections.

In a related development regarding electoral financing, Senator Hernán Cadavid has announced a legislative project to abolish the “vote replacement” mechanism. This follows controversy over the CNE’s authorization of approximately 4.99 billion pesos for Claudia López’s group following her performance in a recent consultation. Cadavid argues that the current system allows public funds to be used to subsidize political campaigns under the guise of democratic participation.
