Colombia peace policy faces scrutiny over security limits

The conclusion of Gustavo Petro’s administration has sparked debate regarding the limits of the ‘Paz Total’ (Total Peace) policy. While seeking dialogue with armed groups is a state objective, critics argue that the pursuit of peace must not weaken the institutional capacity to protect citizens and maintain sovereignty.

In regions such as Nariño, Putumayo, and Cauca, the effectiveness of the policy is measured by the reduction of violence and the recovery of territorial control. However, reports indicate that various armed organizations have strengthened their presence in strategic corridors linked to drug trafficking, illegal mining, and extortion during the last four years.

Investigations have highlighted specific concerns, including recordings of conversations between former Peace Commissioner Danilo Rueda and representatives of the Clan del Golfo. Additionally, Ministry of Defense data suggests that no bombings were carried out against that specific organization during the first two years of the government, despite intelligence warnings regarding operational risks.
