Paraguay announces 2027 budget priorities for public health
The Paraguayan government has announced key components of the 2027 National General Budget, prioritizing the public health sector. Officials, including President Santiago Peña and Economy Minister Óscar Lovera, confirmed that USD 760 million will be allocated for the purchase of medicines and medical supplies, an increase of approximately USD 260 million compared to the 2026 budget. Additionally, funding for the National Cancer Institute (Incan) is set to rise from USD 110 million to USD 195 million.
To address labor issues within the health sector, the government plans to transition 2,390 doctors from temporary contracts to permanent appointments, aiming to reach 50% of the public medical workforce. While the administration is implementing a 12-hour universal shift to improve working conditions, it has declined immediate general salary increases for medical professionals, opting instead for a merit-based career path focused on specialization and experience.
In separate legislative news, a proposal is moving forward to streamline child support payments. The initiative aims to automate updates based on minimum wage adjustments and allow judges to order direct salary withholdings of up to 50% to ensure immediate collection. Meanwhile, investigations have highlighted significant state spending on private medical insurance for public officials, totaling USD 361.6 million between 2020 and 2024, even as a large portion of the population lacks medical coverage.
