Juliana Guerrero corruption scandal sparks investigation and presidential backlash in Colombia
The Fiscalía General de la Nación opened a formal investigation on 27 July into Juliana Guerrero and her sister Verónica Guerrero for allegedly managing public contracts in exchange for money. The alleged scheme required an initial payment of about one million pesos per meeting, an advance of 200 million pesos, and a 10 % commission on the value of each awarded contract, targeting ministries such as Interior, Housing, Environment and Equality and agencies including the National Land Agency and the Colombia Peace Fund.
President Gustavo Petro responded on X, urging the sisters to file a complaint against the businessmen involved, to return any money received and to cooperate with the authorities. He also defended the use of the Adaptation Fund for water‑supply projects and called critic Angie Rodríguez a “manipulator”. Senator Iván Cepeda called for zero tolerance of corruption and an independent investigation, while former senator María Fernanda Cabal condemned Petro’s public disclosure of Rodríguez’s health data.
Juliana Guerrero publicly denied receiving any money, commissions or benefits and said she never met with contractors. The allegations stem from a Semana investigation that presented WhatsApp chats, audio recordings, testimonies and bank records as evidence. The scandal has triggered political backlash and multiple parliamentary reactions as the outgoing administration approaches the end of its term.
