Colombia President proposes reform to General Royalty System

President Abelardo De La Espriella has announced plans to submit a bill to the Congress of the Republic to reform the General Royalty System. The initiative, led by the National Planning Department (DNP), aims to shift focus from small-scale, atomized projects toward large-scale infrastructure works.

Since 2012, over 35,000 royalty projects totaling approximately 115 trillion pesos have been approved. However, data shows that since 2017, nearly 80 percent of these projects have valued at less than one million dollars, while only 1 percent exceed 20 million dollars. The government intends to prioritize major investments in energy, transport, drinking water, sanitation, housing, and rural development to close social gaps and improve regional competitiveness.
