Colombia's President‑elect De la Espriella to unveil tax reform in September FAST-MOVING

The incoming Colombian administration will file a new tax‑reform bill in September 2026, after first implementing a fiscal‑adjustment plan made up of administrative measures that do not require congressional approval. Finance minister Miguel Gómez Martínez said the adjustment will signal fiscal discipline and restore confidence among investors and international organisations.

The reform is set to lower the corporate income‑tax rate, eliminate the unpopular 4 × 1000 financial‑transaction levy on bank withdrawals, and broaden the tax base by cutting exemptions and revising deductions. It also proposes an overhaul of the DIAN tax authority, focusing it on three pillars – income tax, VAT and an external VAT – to improve efficiency.
