Colombia proposes new decree to regulate social protests

The Colombian government, led by President Abelardo de la Espriella, is advancing a new decree to regulate social protests and modify the existing 2021 protest statute. Interior Minister Rodrigo Lara stated the initiative aims to balance the rights of protesters with those of non-participants, asserting, “Ni un derecho menos para quien marcha. Ni un espacio más para quien destruye.”

The proposed changes would grant the National Police the authority to intervene in demonstrations deemed violent, even if prior dialogue has not been exhausted. Lara clarified that while traffic delays are not considered violence, actions such as aggression, carrying weapons, or obstructing ambulances would justify intervention. The government intends to align these regulations with international standards used in countries like France and Germany.

However, the move has faced criticism. Analyst Miguel Ángel Herrera warned that the decree could facilitate the repression of social movements and restrict the right to mobilization, potentially clashing with the political processes established by previous administrations.
