Colombia updates port concession rules to attract investment

President De la Espriella has announced a new decree updating port concession rules in Colombia to modernize national infrastructure and enhance legal certainty for investors. The regulation aims to prepare the country for a more demanding and technical logistical environment.

The decree includes seven key components designed to strengthen port system competitiveness. These include facilitating strategic investments during the final stages of concessions, expanding the scope of works for land, rail, river, and maritime connectivity, and creating a Single Registry of Port Concessions.

Additionally, the rules promote investments benefiting local communities, stimulate environmental sustainability and energy transition projects, and strengthen protocols for the reversion of assets to the State to ensure service continuity. President De la Espriella emphasized the need for the port system to function as an integrated network of roads, railways, waterways, and maritime terminals.
