Colombian Congress Proposes Amendment to Define Life from Fertilization

A group of legislators known as Bancada Provida has introduced a constitutional reform bill in Colombia's House of Representatives. The proposal seeks to amend article 11 of the Colombian Constitution to state explicitly that human life exists from the moment of fertilisation, granting special constitutional protection to the unborn.

If approved, the amendment would initiate a nationwide debate on the scope of the right to life, citing biological research, international human‑rights conventions and examples from other nations. The authors argue that the current Constitution leaves the exact starting point of life undefined, and that Congress, as a derived constituent, should resolve the issue. The initiative also references demographic concerns, noting that Colombia recorded its lowest birth numbers in 2025 according to DANE statistics.

The bill will proceed to the relevant congressional committees for discussion and potential approval, marking the first formal legislative effort in Colombia to enshrine protection of life from fertilisation in the Constitution.
