Colombian municipalities face stalled development projects and funding disputes

In the municipality of Pelaya, Cesar, Mayor José Fabio Palencia Ramírez approved the 2024‑2027 Development Plan “Llegó el momento de todos,” promising water and sanitation upgrades, road works, education, and sports infrastructure. Local leaders and residents say most of these projects remain unbuilt, citing the absence of a promised entrepreneurship centre, new paving, and other promised facilities.

In the neighbouring department of Risaralda, the departmental assembly’s oversight of the Infrastructure Secretariat highlighted extensive road deterioration, unfinished works and questionable budget execution. Deputies, including Luz Polo, pointed to reports of over 1,274 km of intervened roads, but noted that more than 90 % of that figure reflects routine maintenance rather than new construction. Contracts show financial execution rates far exceeding physical progress, raising concerns over transparency and the proper use of public funds.

Both cases illustrate a broader pattern of unfulfilled infrastructure promises and alleged mismanagement of public resources within Colombian local governments.
