Colombian oversight group demands review of Juan Carlos Hurtado’s Ecopetrol appointment

On 28 July 2026 the citizen watchdog Veeduría por la Verdad y la Justicia asked Colombia’s Procuraduría General de la Nación, Fiscalía General de la Nación and Contraloría General to investigate the designation of Juan Carlos Hurtado as interim president of the state oil company Ecopetrol. The group cited possible conflicts of interest, alleging that Hurtado’s candidacy may have been promoted by individuals linked to the so‑called “Catalan cartel” and that his tenure involves the management of a budget of approximately 80 trillion Colombian pesos.

Veeduría also requested that Ecopetrol’s board explain the criteria used for the appointment and disclose who submitted or supported Hurtado’s résumé. Hurtado served as interim chief from 7 April to 27 July and is set to resume the role on 31 July under the incoming administration of President Abelardo de la Espriella. The watchdog urged the authorities to determine whether any personal or external interests compromise the company’s independence and the proper handling of public assets.
