Colombia court suspends key contracts in new passport model
The Tribunal Administrativo de Cundinamarca has ordered the provisional suspension of two key agreements (Convenio Interadministrativo Específico No. 001 of 2025 and CI-005 of 2026) that underpin Colombia's new passport production model. The court's decision follows a popular action citing concerns over administrative morality, financial planning, and technical security.
The court identified issues such as unfulfilled schedules, contradictory reports, and a lack of verifiable information regarding technological infrastructure and personnel. As a result, the Ministry of Foreign Affairs, the National Printing Office, and related entities have been given 20 business days to submit a detailed report on the current state of the model, including booklet stocks and production security.
Despite the suspension of these specific contracts, the court clarified that the agreement with Portugal’s Casa da Moeda is not affected. The Colombian government, including Minister of the Interior Rodrigo Lara and Foreign Minister Omar Bula, has assured citizens that passport issuance will continue without interruption. Officials stated that an existing inventory of approximately 600,000 passports is sufficient to meet demand for several months while legal clarifications are sought.
