Colombia’s $5.3 B Toyo Tunnel Faces Over One‑Year Operational Delay

Colombia’s Contraloría General warned that the Toyo Tunnel project in Antioquia is unlikely to enter operation by the originally planned 2027 date. The $5.3 billion corridor, managed by the National Roads Institute (Invías) and the Ministry of Transport, has completed its civil works schedule for April 2027, but the installation and commissioning of essential electromechanical equipment is now projected for September 2028, creating a gap of more than a year.

During a technical inspection on 16 July 2026, Contraloría noted that Tramo 1 is fully finished and Tramo 2 is about 80 % complete. However, despite Invías announcing on 17 June 2026 that electromechanical activities had begun, the agency confirmed no such work had started. The watchdog urged Invías and the transport ministry to adopt urgent measures to prevent further postponement and to safeguard the project’s safe operation.
