Colombia's Fondo Adaptación warns against reallocation of 1.2 trillion pesos for La Mojana

The Adaptation Fund (Fondo Adaptación) issued an alert to several oversight bodies after the Colombian government declared an El Niño emergency through Decree 0802 on 23 July 2026. The fund warned that 1.2 trillion Colombian pesos earmarked for recovery projects in the La Mojana region are legally committed until 2029 and are not surplus funds.

According to the fund, the money is tied to existing decrees, contracts and legal commitments, and the La Mojana project is already underway with contracts for studies, designs and supervision. The fund was not consulted in any technical, legal or fiscal meetings about a possible reassignment and cautioned that any diversion could breach contracts, halt works and expose officials to disciplinary or criminal liability.
